Mossley Mill is located in the centre of Newtownabbey Borough at the border of the rural and urban interface which is edged by the Belfast-Antrim railway line and a main road linked to the motorway.­ Phase One of the development involved the conversion of 19th century mill buildings into administrative offices and a new build extension to accommodate the civic reception, restaurant and council chambers.

Phase 2 involves the refurbishment of the remaining four-storey 19th century mill building and the construction of a new Civic Arts Centre. The old mill building will comprise a Civic Suite, and open plan suite of offices, a Conference Centre and a Museum dedicated to the technology and sociology of the mill and its surrounding area.  The design of the new civic arts centre has been carefully integrated within the site to enclose a large external courtyard ensuring the proposal is sympathetic to its surroundings in terms of scale and within the historic context of the old mill site.  This is key to the Grade B2 listing, which provided the design team with the challenge of dealing with all the supporting statutory tasks.

The project has been designed to a Breeam ‘very good’ rating.
